"If a track is damaged, the vehicle will move at a reduced speed." This is, according to intensive tests by Hardest streamed on twitch, simply wrong. Top speed, acceleration and turn rate are unaffected by damaged tracks. The only effect damaged tracks have: you can get tracked easier.
