Kotovsky — Soviet Tier V cruiser.
A Soviet commission was sent to Italy in 1932 to find a prototype for a Soviet cruiser. A choice was made in favor of Raimondo Montecuccoli, and the ship's blueprint and propulsion unit were sold to the Soviet Union. A draft design for a cruiser with a displacement of 6,630 tons was approved in 1933. The project's second variant provided eight 152 mm guns. Project 26 cruisers appeared during the development of this project.

Performance
Pros:
- 10-second main battery reload is nothing to write home about, but is superior to French and Italian 152mm guns at Tier V.
- Fairly good main battery traverse speed.
- Better concealment and slightly better maneuverability than her predecessor, Kirov.
- AA bubble extends out to 4km compared to Kirov's 3.5km and does more continuous damage when upgraded to B-hull.
Cons:
- Hilariously poor armor. The citadel belt is only 35mm thick, worse than Tier IV predecessor Svietlana, and rises above the waterline.
- 500 fewer hit points than Kirov in top configuration without captain skills.
- Low HE fire chance of only 8% is tied with Konigsberg and exacerbated by a slower main battery reload.
- Torpedoes are typical of mid-tier Russian boats...fast and devastating with suicidally short range.
Research
Given the vulnerability of Kotovsky to incoming enemy salvoes, researching and equipping the upgraded Gunfire Control System should be your first order of business. This will yield a 3.8km difference in firing and detection ranges assuming no camo is equipped and the Concealment Expert commander skill is not taken.
