They were designed to have high speed, good seaworthiness, and a top of the line observation and communication suite in order to serve as the "eyes" of battleship fleets. They were up-gunned and up-armored later on in order for them to fill a destroyer pack leader role. Their comparatively high cost, as much as four destroyers, resulted in Congress flat out refusing to allocate money for their construction as they feared that they would become obsolete before construction would finish. Experience gained during the First World War proved the viability of a scout cruiser design and resulted in the plans being radically redesigned into the ''Omaha-class''. | |

Phoenix — American Tier IV cruiser.
With the outbreak of World War I, the U.S. found itself in need of a stronger navy. The new shipbuilding program also included cruisers—squadron scouts. Some of the requirements were a speed of 35 knots, a narrow hull, and a relatively small portion of displacement allocated for defense. The main battery artillery was placed in casemates on the bow and stern, which could provide anti-splinter protection only. The design also featured two guns placed on each side of amidships and torpedo tubes in gun ports at the stern casemate.

Player Opinion
Performance
A very fast cruiser with top speed of 35 knots (as fast as destroyers), coupled with a rudder shift time of 5.2 seconds (5.4 with the hull upgrade) makes it a very maneuverable ship. The long range guns (13.7 km upgraded) are great to set fire on enemy ships, especially battleships are a favorite target of the phoenix. It works very well to set them on fire and farm damage when they have used their repair and can´t put the fire out. Meanwhile avoid showing broadside because a battleship will punish you then very hard. Best to stay a bit close to allies and support and protect battleships by scaring of destroyers and cruisers. When they run you can go start fires on battleships. You cannot protect them against planes though - AA is bad.

That may cost your own life if that battleship has time to fire a salvo of AP on your broadside when you release your torpedoes, though.Pros:
- Very good maneuverability - 35 knots top speed and 5.4 seconds rudder shift time
- Even when stock, it has the best range of all the tier 4 cruisers.
- Great range with 2nd GFCS researched
- When upgraded, rate of fire is just as good as with St. Louis.
- Some players aren't aware that Phoenix has torpedoes - best to use as ambush or surprise for unaware enemy ships
Cons:
- Rather poor survivability - the Phoenix has the 3rd least amount of hitpoints, with only destroyers having less.
- Very poor armor
- Poor surface detection
- Underwhelming AA firepower

Upgrades
Main armament modification - less chance of destroyed armament and faster repair. Useful, because the enemy can easily destroy armament. Steering gears modification - comes in handy to prevent steering gears being incapacitated and faster repair. Use together with captain skill Last Stand. This will prevent you for giving broadsides to enemy ships and more chance to avoid torpedoes.
