Toulon — French Tech Tree Tier VI Cruiser.

After signing the Washington Naval Treaty, France had the right to build a couple of new battleships. The 1920s saw the start of a new ship class that could be considered a battlecruiser or a "large" cruiser, judging by its specs. The first project for such a ship was a 17,500-ton cruiser with eight 12-inch (305 mm) guns in two quadruple-gun turrets.
