Santander — Pan-American Tier IX cruiser.
In accordance with the Rio de Janeiro Treaty of 1947, the old Brooklyn-class cruisers were to be transferred to the Colombian Navy to strengthen it. If Colombia had decided to order a new ship, it could have been Santander, a cruiser based on the American Worcester-class ships.
Santander was first released for sale on DD MMM YYYY.

Sitting at Tier IX of Pan-American light cruiser line, Santander presents captains with the final step in the Pan-American cruiser line’s consumable-oriented gameplay. Like her predecessors, she combines various elements to give herself a unique twist in her gameplay.
Hull
A typical light cruiser, Santander possesses overall weak armor. Her thinly armored 102 mm main belt means almost any AP shell can penetrate it. Her bow and stern plating of 25 mm is overmatched by 381 mm+ guns, which are quite prevalent in her tier spread. Her deck is hardly any better, with the 27 mm deck overmatchable by 406 mm+ guns. Her HP pool of 44,300 is unremarkable, being towards the lower middle of Tier IX cruisers. In addition, her torpedo protection is an abysmal 7%, making any torpedo a significant threat. Overall, captains should come to rely on Santander’s Specialized Repair Teams for survivability instead of her armor.
Santander’s maneuverability is not remarkable overall. Her 33 knot speed, 780 m turning radius and 10.7 s rudder shift are all average among Tier IX cruisers. However, she has good concealment, reaching 10.3 km when fully specced. This allows her to take advantageous positions in battle.
Armament
Santander houses nine 152 mm guns in three triple turrets, in a typical layout of two forward turrets and one rear turret. Her guns have fairly unique traits. They can only fire AP shells, which have improved penetration angles of 60-75°, but lack reduced fuse time and arming threshold. Due to this, she will have no trouble dealing damage to cruisers and battleships, but she is less effective at dealing damage to destroyers. Her guns use the destroyer dispersion formula, making her among the most accurate Tier IX cruisers. Combined with her good ballistics, captains will have an easier time landing their shells. Her guns have a 7 second base reload, giving her average DPM. Santander’s gun handling is great, with a fast traverse speed of 25° per second, and all turrets being able to rotate 360°. She has a short range of 15.2 km, however, meaning captains must position themselves well to be able to engage targets.
Santander’s most unique trait is her Combat Instructions. The Consumable Operational Readiness present on her gives a -80% consumable reload time reduction when activated. This enables her to rapidly use her consumables, allowing her to use another heal or provide more information with her Surveillance Radar . With a 3.3% progression rate per shell hit, it will take about 30 shell hits to fully charge. The Combat Instructions have a 15 second delay before progression is lost, with 15% of its progression lost every two seconds. Captains should look to fill the Combat Instructions whenever possible, in order to effectively use her consumables in battle.
Santander carries an average torpedo armament of two quadruple racks on either side. Her torpedoes have fairly average characteristics, with a decent range of 10.5 km, a decent reload of 106 s and good damage at 17,500. Her torpedoes have a respectable speed of 66 knots. In most cases, her torpedoes close quarters combat. She is, however, able to stealth launch them given her concealment, giving her torpedoes slightly more flexibility.
Santander’s AA is mediocre overall. Her long-range AA has great reach at 6.9 km, making her a constant threat to aircraft. Her long- and medium-range DPS values are among the lowest of all Tier IX cruisers. Her short-range DPS is significantly better, but its short range makes it of little use. She has an average flak count of 5 flak clouds. She can be a decent AA escort ship, but will likely struggle against a CV determined to attack her. Captains should seek out AA assistance if aircraft are a significant threat towards her.
Santander carries standard Depth Charge Airstrikes for a Tier IX cruiser. She has access to two charges of the armament with a 7 km range and a 30 second reload. Each charge has one aircraft armed with two bombs dealing up to 4,200 damage each. Captains should make active use of this armament whenever there are signs of a submarine's presence nearby, such as fuel spills and sonar pings.
Consumables
Santander has a wide array of consumables at her disposal. Aside from her standard Damage Control Party , she has a powerful Specialized Repair Teams , a choice between Short-Range Hydro-Acoustic Search and Defensive AA Fire in one slot, and a choice between Surveillance Radar and Spotting Aircraft in another. All of her consumables (save for her Damage Control Party and Spotting Aircraft) have a 180 s cooldown, and all of them (aside from her Damage Control Party) have 4 stock charges. She is reliant on her Combat Instructions to make quick and effective use of her consumables.
Santander’s Specialized Repair Teams is the most powerful heal among same-tier cruisers, healing back 70% of any damage taken. Used in tandem with her Combat Instructions, she is able to survive for a long time, and successfully trade her HP points against enemy ships.
Santander’s Short-Range Hydro-Acoustic Search has similar characteristics to the one found on British destroyers, with a 3 km ship and torpedo detection range. The major difference being the shorter duration of 100 s. As it has a short range, it will serve mainly a defensive role. In contrast, her Defensive AA Fire has standard characteristics for its type. Captains are encouraged to mount the Short-Range Hydroacoustic Search, as it will provide better assistance than what the DFAA can offer.
Santander’s Surveillance Radar has a 9 km detection range with a 25 s duration. While she may be less effective at dealing with destroyers, the information it provides will be appreciated by her team. The Spotting Aircraft has standard characteristics for its consumable. Captains will have to decide for themselves if they wish to have a consumable that provides them with more information, or a consumable that enables them to deal damage at farther ranges.
Gameplay
As with most light cruisers, Santander relies on good positioning to succeed in battle, primarily from islands. However, the presence of Combat Instructions also allows her to take on a more aggressive role. Her AP shells with good ballistics and improved penetration angles allow her to deal damage against most targets, though she will struggle against sharply angled ones. When her Combat Instructions are activated, Santander can show her true potential with rapid use of her consumables. Captains should make sure to activate her Combat Instructions when Santander’s consumables are on cooldown. Her heals allow her to stay in the battle for longer, while her Short-Range Hydroacoustic Search and Surveillance Radar can provide frequent updates on enemy ships or potential torpedo threats.
Captains will find the best success in Santander by properly balancing between passiveness and aggressiveness. She has a wide variety of tools to succeed in battle, and her Combat Instructions make them more effective, while providing veterans with unique gameplay.Pros:
