Uganda — Commonwealth Tier VII cruiser.

Fiji-class light cruisers were built in Great Britain in two groups. The project combined good firepower, long operational range, and decent protection with minimal displacement. The second group of cruisers, to which Uganda belonged, had enhanced AA defenses at the cost of having fewer main battery turrets. During World War II, Uganda took part in the landings of Allied forces in Sicily and Italy. In the fall of 1944, she was transferred to the Royal Canadian Navy and later operated in the Pacific Ocean.

Uganda fulfills the role of a second-line cruiser perfectly. She’s stealthy, has respectable firepower, long-range torpedoes, and consumables that allow her to play more aggressively than most light cruisers can. While she has all the right tools to be a threat to most vessels, she will undoubtedly have the most impact on the course of a battle by supporting her allies.


Main Battery

At first glance, Uganda might appear underwhelmingly mediocre for a Tier VII cruiser. Her high-explosive (HE) and armor-piercing (AP) damage-per-minute is decidedly average, and her low shell velocity results in high-arcing shells that can make leading targets a challenge. However, with a little practice, Uganda will prove to be a reliable damage dealer.

For starters, her HE shells are actually quite decent: their 2100 hitpoints of damage and 25 mm penetration are nothing spectacular, but a moderate fire chance of 8% means that she is quite adept at starting fires aboard enemy vessels, particularly sluggish battleships. Slow shell velocities means that landing hits at range can be a struggle, but captains familiar with the ballistics of other mid- to high-tier light cruisers are likely to find her shell arcs quite comfortable. Her reload is comparatively quick for a Tier VII light cruiser.

While they should not be the main source of Uganda’s damage output, her armor-piercing rounds can still cause significant damage. In most regards, the characteristics of her AP rounds are well below the average, including damage and shell velocity. However, there are two small beneficial qualities: her AP shells have one of the lowest drag coefficients and highest Krupp values of all her same-tier counterparts. While the differences these provide may be almost imperceptible, in practice these mean that Uganda’s shells retain both a relatively high shell velocity over longer ranges and good armor penetration capabilities compared to other light cruisers. This translates to retaining good damage output at longer ranges nearing her maximum range of 14.1 km, which means she can keep her opponents further away and still inflict reliable damage.


Torpedoes

Uganda comes equipped with two triple torpedo launchers - one on each side. In most regards, they are the same torpedoes as can be found aboard her predecessors at Tier VI and V, with the same 62 knot speed and 15,433 hitpoint damage potential. They reload in the same 96 seconds, but unlike VI Hobart and V Delhi, Uganda can only launch 6 torpedoes at once instead of 8. This comes with a tradeoff of having a range of 12km, allowing them to be launched from stealth at unsuspecting targets. While these torpedoes can be used in a close-quarters combat to deliver a crushing blow, captains are forewarned to take an opponent’s torpedo damage reduction factor into account, as even landing all three torpedoes launched from one side of the ship is not likely to be sufficient enough to sink a vessel with most of its hitpoints still intact. Regardless, the ability to launch torpedoes at such long range grants Uganda the ability to launch torpedoes in advance of engaging an opponent then turn and launch the torpedoes from the other side and possibly have time to reload her first launcher for a devastating strike as she sails past her opponent. That is, assuming her torpedo tubes haven’t been knocked out or destroyed in the meantime.


Secondary Battery

In most cases, the secondary battery of a light cruiser (if a light cruiser even happens to be equipped with secondaries) is not worth mentioning. This is mostly the case with Uganda, except that they can be somewhat amusing in the rare chance that she finds herself in close-quarters combat. First, she has one of the best reloads of her same-tier counterparts at just 3 seconds. While the caliber is a humble 102 mm, their HE shells can penetrate 17 mm of armor. This means they can damage destroyer hull plating and the bow, stern, and superstructure plating of most cruisers and some battleships. That said, they are not worth investing valuable captain skill points into; they are simply a nice source of chip damage in the event that she finds herself in a brawl.


Survivability

Typical of most light cruisers, Uganda is effectively a floating citadel awaiting a devastating strike. She is covered in a mere 16mm of plating that can be overmatched by any battleship she will ever face, and her gigantic citadel extends far above the waterline. She has no torpedo damage reduction to speak of and a below-average pool of 31,400 hitpoints means that she must utilize her maneuverability and situational awareness to avoid taking torpedoes in the first place. She lacks a Repair PartyWhile active, restores a percentage of the ship's health points each second. consumable, so there is no way for her to recover lost hitpoints throughout the course of a battle. Instead, she must utilize her Crawling Smoke GeneratorGenerates a smoke screen that allows the ship to remain undetected at slow speeds. to break contact with the enemy and stay concealed while pummeling them with shells.


Maneuverability

In terms of speed and handling, Uganda comes in behind her counterparts. She has a placid 31.5 knot top speed and is slow to reach her top speed. Fortunately, she can boast an excellent 600 meter turning radius and 8.6 second rudder shift that can make her feel quite nimble. Her better-than-average surface detection radius of 11.2 km means that careful management of island cover and her smokescreens will allow her to remain concealed.


Consumables

Uganda is equipped with a standard Damage Control PartyWhen activated, instantly repairs fires, floods, and incapacitations, and prevents more for the duration. consumable and does not have access to a Repair PartyWhile active, restores a percentage of the ship's health points each second.. Her 31,400 hitpoints is all she has access to, so captains are advised to mitigate incoming damage as much as possible. She also has access to a choice between Hydroacoustic SearchWhile active, detects all enemy ships and torpedoes within the specified radius, without regard of obstacles such as smoke and terrain. and Defensive AA FireWhile active, the damage per second of large caliber anti-aircraft guns is increased. consumables; the former is useful for spotting torpedoes and enemy vessels, while the latter can temporarily boost her AAA fire by 50% and increase her flak damage by 300%.

Her most valuable consumable is the Crawling Smoke GeneratorGenerates a smoke screen that allows the ship to remain undetected at slow speeds., which allows her to move at 1/4 speed while remaining concealed. The obvious benefit is that it allows her to reposition while supporting her team, avoiding the common “torpedo magnet” effect typical of most stationary smokescreens. While it may not grant the same level of flexibility as the high-speed smokescreen typical of the tech tree Italian heavy cruisers, it lasts significantly longer, thereby providing longer periods of protection.

Lastly, Uganda is equipped with a longer-ranged version of the Submarine SurveillanceDetect submarines underwater. consumable, which can be used to spot enemy submarines at or below periscope depth within a 7 km radius for herself and her allies. Such a consumable is very rare amongst cruisers, and can prove an exceptionally useful tool to support allied vessels.


Anti-Aircraft Defenses

Uganda’s anti-aircraft suite is below-average for her tier. She has abysmal long-range damage-per-second despite her decent 5.8 km range, and her medium-range damage output is definitely mediocre, once again despite a fairly good range. Her short-range aura deals average damage-per-second. She only generates 2 flak bursts with low potential damage.


ASW

As previously mentioned, Uganda is one of the few Tier VII cruisers that has access to the Submarine SurveillanceDetect submarines underwater. consumable. When a submarine’s location is known or suspected to be within 7 km of her, she can activate this consumable to expose the submarine’s location to her teammates. Unlike her same-tier counterparts, she is able to have up to three charges of the Airstrike depth charges accumulated, which grants her a theoretically higher probability of successfully landing hits on the enemy submarine. In exchange, she has slightly lower depth charge damage, blast radius, and fire chance values. Each airstrike flight drops one depth charge each, dealing a maximum 2700 damage over a blast radius of 300 m with a 16% chance of fire.


Battle Performance

Uganda is best kept at long range, supporting her teammates in any way she can. Her Crawling Smoke GeneratorGenerates a smoke screen that allows the ship to remain undetected at slow speeds., Hydroacoustic SearchWhile active, detects all enemy ships and torpedoes within the specified radius, without regard of obstacles such as smoke and terrain./DFAA, and Submarine SurveillanceDetect submarines underwater. consumables grant her the flexibility to be relevant even when facing superior enemy forces. She excels at causing damage over time to larger, slower targets, usually from the safety of island cover or her smokescreen. It is best to start the match by playing as a second-line support ship, then moving in closer as the match progresses to put pressure on capture points and support friendly destroyers and/or submarines. The occasional torpedo launched down a channel, although optimistic, may get lucky and hit an unsuspecting vessel.
