Prior to World War I, the Russian Empire had been rapidly developing its fleet. By the time war broke out, seven battleships were finished and already afloat, preparing for commissioning trials. Shipyards were busy day and night, building the hulls for one battleship (to become Imperator Nikolai I) and for Izmail-class battlecruisers. The latter had an exceptionally striking presence: 32,000 tons of displacement, 222 meters in length, a speed of up to 27 knots, and twelve 356mm guns. In the midst of the war, despite reduced funding and missed deadlines for the manufacture of some mechanisms, all five ships were still put afloat, but the Russian Revolution prevented them from being completed. In the 1920s, the hulls of the former Imperator and all Izmails were finally scrapped for metal.

The Marine Nationale (the French Navy) also had extensive contsruction plans in the early 20th century. In the summer of 1914, three Bretagne-class battleships were at the final stage of completion, and five Normandie-class battleships were still in the shipyards. Four Lyon-class battleships, with unprecedented armament of sixteen 340mm guns, were supposed to be laid down the following year. Combined with the Courbet-class ships already in service, France would have had a formidable battle fleet, consisting of sixteen ships. But the outbreak of war dissolved these dreams. The entirety of the country's resources were redirected to the needs of the army, which retained a huge land front with its exhausting and violent battles. The Bretagne-class battleships were eventually put into operation, but Normandie-class ships had a much sadder fate - after the war, the hulls of four of them were scrapped for metal, while the fifth was finished as an aircraft carrier. the Lyon-class battleships weren't even laid down.

In the early 1920's, Halsey, who hardly ever disembarked from a ship during his service, was suddenly appointed as a U.S. naval attaché in Germany and Scandinavia. In 1930, he commanded a division of destroyers. Then, to pave the way to the rank of admiral, Halsey studied at the U.S. Naval War College for senior officers. In 1935, he was assigned as the commander of USS Saratoga, once of the most powerful U.S. Navy aircraft carriers of that time. However, this position required completion of an air observer course. Halsey didn't like this perspective, as he thought it would be much better to control he airplane himself rather than being the "second person in the cockpit".

In 1935, the 52-year-old Halsey completed the full course of a naval pilot, and became the oldest man in the history of the U.S. Navy to earn his Naval Aviator's wings. Being one of the few at that time, Halsey, same as his future opponent Yamamoto Isoroku, became an advocate for naval aviation, foreseeing that aircraft carriers would be the greatest power in the future wars fought at sea.

On the day of the Pearl Harbor attack, Vice Admiral Halsey, in charge of the task force headed by USS Enterprise, was far from Hawaii, as a storm had delayed their arrival. After learning of the Japanese attack, the admiral — known for his explosive temper — let hatred for the new enemy grow in his heart. Chester W. Nimitz, the newly-appointed commander-in-chief of the U.S. Pacific Fleet, realized that Halsey's aggression and restlessness was just the thing for the American seamen depressed by the Pearl Harbor disaster. For this reason, in early 1942, it was Halsey who — with the help of his carrier task force — held a series of lightning-like "hit-and-run" raids on Japanese strongholds. After James Dolittle's bombers took off for the Tokyo Raid from the decks of Halsey's aircraft carriers, the name of William Halsey became a personification of the belief in victory over Japan for every American.

In October 1942, after taking command of the South Pacific forces, Halsey led the persistent fight for Guadalcanal — one of the Solomon Islands — that was a key to the entire Pacific Campaign.

During the Battle of Guadalcanal, Halsey turned out to be the one the U.S. needed the most at that place and time. He fueled confidence in all his subordinates, including each and every seaman or marine, with his overflowing energy and belligerence. He struck blow after blow against the Japanese by sending his battleships and carriers to the narrow straits of the Solomon Islands, whenever he thought it was worth it.

In February 1943, when the Americans had at last gained total control over Guadalcanal, Halsey continued the struggle for the remaining islands of the archipelago. He was the first commander in the Pacific theater to apply the strategy of "island hopping" over the most reinforced defensive strong points of the Japanese. "As long as I have one plane and one pilot I will stay on the offensive", he once said. Step-by-step the Admiral pushed his sailors forward, taking risks, making mistakes, and suffering losses (not all of them justified). The culmination point of the fleet commander's career came on 2 September 1945. On that day, the surrender of the Japanese Empire was signed aboard USS Missouri, the flagship of Admiral William Halsey, commander of the Third Fleet... the most powerful task force in the U.S. Navy.
