Performance
' is essentially a clone of Tier VIII American tech tree cruiser Cleveland, with only a couple of minor changes.
For starters, ' has a few hundred more hit points than Cleveland; six hundred more, to be precise. It's a small buff that most players won't notice. Hidden from view, her guns have been made more accurate than those of her tech tree sister by improving her sigma value from 2.0 to 2.15, meaning that shells will cluster more closely together towards the center of her dispersion ellipse. Lastly, as compensation for the improved accuracy of her guns, she reloads half a second slower than Cleveland.
In all other respects, ' is a Cleveland. Her AA battery, concealment, top speed, turning radius, and armor layout are all the same. ' is a solid support ship, but captains will have to stay frosty and play smart to avoid the nastier battleship opponents that she will face within her tier bracket.Pros:
- Citadel is deceptively difficult to penetrate properly from the sides, and can be over-penetrated easily.
- Solid main battery guns. Excellent rate of fire, firing range, shell penetration, and fire chance for HE shells.
- Favorable firing angles allow all four turrets to be used without showing excessive broadside.
- High shell arcs for lobbing over islands.
- Powerful anti-aircraft suite; can easily shoot down enemy strike craft without Defensive AA Fire .
- Decent maneuverability.
Cons:
- Citadel is vulnerable to plunging fire.
- Light armor scheme means that ' takes damage from incoming fire of nearly all calibers.
- Slow shell velocity and high arc; allows enemies time to maneuver and evade incoming fire.
- Medium-range anti-aircraft armament can be very easily destroyed by HE shells.
- No torpedoes.

The recommended upgrades for ' are as follows:
- Slot 1: Main Armaments Modification 1 keeps the guns active and firing.
- Slot 2: Damage Control System Modification 1 lessens fire damage taken.
- Slot 3: Aiming Systems Modification 1 improves accuracy and generates more main battery hits on enemies.
- Slot 4: Propulsion Modification 1 allows for faster acceleration to move in and out of cover faster.
- Slot 5: Concealment System Modification 1 lowers detection radius.
Anti-Aircraft Build: A popular build for this ship, captains focusing on boosting '’s AA will opt for Auxiliary Armaments Modification 1 for Slot 1 to increase the anti-aircraft armament durability and AA Guns Modification 1 for Slot 3 to increase her medium- and long-range AA power. Although her AA is a powerful enough deterrent, the usefulness of this investment depends on whether or not there is a carrier in the game. This build is great in a division with a Tier VIII carrier to ensure that ' will have a purpose for her AA suite.
Generalist Build: Captains focusing on making ' have better main batteries will opt for Main Armaments Modification 1 for Slot 1 and Aiming Systems Modification 1 for the Slot 3 to increase her accuracy.

Camouflage
As a premium ship, ' comes with Type 10 camouflage that lowers her detection radius, reduces the accuracy of incoming shells, reduces her repair costs, and increases the amount of experience she earns.
Signals
AL Montpelier captains should mount standard signal flags to improve the ship's performance in battle. Sierra Mike () flags are highly recommended to increase the ship's top speed. November Foxtrot () and India Yankee () flags should be mounted to improve the ship's survivability. November Echo Setteseven () flags can also be mounted to increase the ship's anti-aircraft damage. Lastly, economic and special signal flags can be mounted to increase the ship's economic gains per battle.
