Chengan — Pan-Asian Tier I cruiser.

Taking advantage of a loophole in the London Naval Treaty that placed no restrictions on the number of ships with a displacement of up to 600 tons, Japan started building small ships in the 1930s that were classified as Kaibōkans—originally in Japan, this referred to obsolete ships repurposed for coastal defense needs. The project was developed by Mitsubishi. Kaibōkan No. 40 was built at the Fujinagata shipyard. After the surrender of Japan, the ship was used in the fleets of the Anti-Hitler coalition countries as a minesweeper, and in the August of 1947, she was transferred to the Chinese fleet and renamed Chengan. In 1949, the ship became part of the Republic of China Navy.

 One drawback of the ''Type D'' was that they did not have an effective fire-control system. They were equipped only with one height rangefinder for the AA guns, for example, and were powerless against large-scale, coordinated air attacks that tended to be the norm with the US Navy by the time these escort ships entered service.
-Despite being simple to construct, however, they proved themselves very durable for their size. Of the 22 instances of these ships being struck by torpedoes, 9 of them did not lead to the loss of the ships struck, with the ''CD-30'' being struck and surviving on two separate occasions. Of the seven occasions when they struck mines, only one sank.  The simplifications of the design led to a significant saving in construction time. The Type D escorts required approximately 20,000 man-hours each, compared to the 35,000 man-hours of the ''Ukuru''s and the 57,000 man-hours of the ''Mikura''s.

 This also lent the ships well to re-armament following transfer to foreign navies, unlike fleet destroyers built shortly before or during World War II.
