Elbing — German Tier X destroyer.
Type 1938 served as the basis for the scout cruiser project ("Spähkreuzer" in German). The ship grew bigger in size and received more powerful armament, allowing it to stand in line with the German cruisers of the interwar period. It was assumed that the scout cruiser would be able to escape from a superior ship and prevail over a weak enemy. In 1941, three cruisers of this class were ordered, but the following year, their construction was suspended.

Player Opinion
Pros:
- Large gun caliber means high alpha strike and penetration capabilities.
- Massive amount of hitpoints at 30900.
- Defensive AA Fire consumable available.
- Decent AA for a destroyer.
Cons:
- Massive size, even bigger than the Harugumo.
- Lowest HE and AP DPM among all Tier X destroyers.
- 25mm deck and belt allows full AP penetrations from cruisers and if angled from battleships, because unlike Khabarovsk and her 50mm plating, 25mm plating is easily overmatched by almost any battleship Elbing will encounter.
- No Hydroacoustic Search available, so sitting in smoke is dangerous.
- Abyssmal turning circle at 890m is worse than all light and heavy cruisers, except for the russian ones.
- Speed is below average at 36,4kts.
- Rudder shift, while not good, sits at 6,3s meaning it is not as terrible as her large size and massive turning circle would have you believe.
