Availability of researchable upgrades for Fusilier is as follows:

  • Hull: Upgrade to Hull (B) for a much improved health pool, two more torpedo tubes, better maneuverability, and some AA capability. Research of this module unlocks Bourrasque.
The Hull upgrade should be researched for the extra 1,400 HP, which is significant at Tier III, and two additional torpedo tubes.

The recommended upgrades for Fusilier are as follows:

For Slot 1, the signal Juliet Charlie -100% to the risk of your ship's magazine detonating. prevents detonation. In this case, Magazine Modification 1 : -70% risk. is unnecessary and Main Armaments Modification 1 -20% to the risk of main battery becoming incapacitated. / +50% to main battery survivability. / -20% to main battery repair time. / -20% to the risk of torpedo tubes becoming incapacitated. / +50% to torpedo tubes survivability. / -20% to torpedo tubes repair time. is preferred to keep armaments functioning.

Unlike the French cruisers, the French DDs don't seem especially apt to lose their steering or propulsion. In Slot 2, Engine Room Protection : -20% to the risk of incapacitation. / -20% to repair time. is useful as incapacitation of the engine and/or steering gear can be fatal. With the Last Stand skill, Damage Control System Modification 1: -5% to the risk of fire. / -3% to the risk of flooding when torpedoes hit the torpedo protection. becomes viable in Slot 2 as it can decrease the chance of fire and flooding.
