Kiev — Soviet Tier VIII destroyer.
The performance specifications for a Project 48 leader, derived from Project 1 and Project 38, were approved in 1938. The draft and technical designs were approved in 1939. The lead ship, Kiev, was launched in 1940. After the Axis invasion, construction work on Kiev and Yerevan was halted. The hulls were towed to Sevastopol and then to Batumi. The ships were intended to be completed under the revised Project 48K in the post-war period, but they were eventually canceled.

Player Opinion
Performance
The Kiev is a significant upgrade over the Ognevoi in nearly all respects. While it loses out a bit on hitpoints, it has significantly more firepower and is considerably faster. The Kiev excels at long-range harassment, and at closer ranges is capable of fighting against even cruisers with its excellent guns, if they are foolish enough to show their broadside.
The Kiev uses the same 130 mm guns as the Ognevoi and Gnevny, but now has a third superfiring turret mounted on the front deck. This allows the Kiev to still maintain respectable salvos without exposing its broadside, allowing it to pursue fleeing targets without sacrificing too much firepower. It also means that losing a turret is not as crippling as on the Ognevoi. The excellent ballistics of the 130 mm guns mean that the Kiev is much better at hitting long range targets than the competing USN and IJN destroyers, but as usual, this come at the cost of torpedoes with a range of only 4 km. These do come in two salvos of five torpedoes with a very high speed, and if the Kiev is able to get within range to use them, it is very difficult to avoid them.

- Excellent 130 mm guns, with six of them compared to four on previous destroyers
- Two front-mounted turrets, ideal for pursuing fleeing targets
- Very high top speed and acceleration
- Can fire a 10-torpedo salvo, with a high torpedo speed
- Guns have relatively flat arcs, allowing for accurate fire over ranges USN DDs can only dream about, AFT only extends that distance
- Shells have amazing penetration qualities, Kiev is able to dish out 2k salvos on broadside BBs (at the superstructure, it will bounce on belt armor) and can easily citadel broadside cruisers at a fairly decent range
- Torpedoes are incredibly fast and come in two quintuple launchers. Because you are forced to launch them at almost point blank range, their speed and sheer number makes them nearly impossible to dodge
Cons:
- Lower HP pool than the preceding Ognevoi
- Sluggish rudder and turning for a destroyer
- Very short torpedo range
Research
- Without Advanced Firing Training, it is recommended to get the Fire-Control System upgrade first, in order to increase the gun range as much as possible.
