Kiev — Soviet Tier VIII destroyer.
The performance specifications for a Project 48 leader, derived from Project 1 and Project 38, were approved in 1938. The draft and technical designs were approved in 1939. The lead ship, Kiev, was launched in 1940. After the Axis invasion, construction work on Kiev and Yerevan was halted. The hulls were towed to Sevastopol and then to Batumi. The ships were intended to be completed under the revised Project 48K in the post-war period, but they were eventually canceled.

Performance
Pros:
- Excellent 130 mm guns, with six of them compared to four on previous destroyers
- Two front-mounted turrets, ideal for pursuing fleeing targets
- Very high top speed and acceleration
- Can fire a 10-torpedo salvo, with a high torpedo speed
- Guns have relatively flat arcs, allowing for accurate fire over ranges USN DDs can only dream about, AFT only extends that distance
- Shells have amazing penetration qualities, Kiev is able to dish out 2k salvos on broadside BBs (at the superstructure, it will bounce on belt armor) and can easily citadel broadside cruisers at a fairly decent range
- Torpedoes are incredibly fast and come in two quintuple launchers. Because you are forced to launch them at almost point blank range, their speed and sheer number makes them nearly impossible to dodge
Cons:
- Lower HP pool than the preceding Ognevoi
- Sluggish rudder and turning for a destroyer
- Very short torpedo range
Research
- Without Advanced Firing Training, it is recommended to get the Fire-Control System upgrade first, in order to increase the gun range as much as possible.
