Exceptionally weak armor on every cruiser

The introductory section doesn't seem to be thought through. How can almost every line be armored exceptionally badly? Surely the cruisers of some nations should be classified as 'average' or 'normal'?

• United States: best protection, with some exceptions
• Japan: lack armor compared to other cruisers
• Germany: often their armor is lacking
• France: virtually no armor protection
• Russia: poorest armor
• Great Britain: hindered by exceptionally poor armor protection
