Who can have HS II?
There's more info needed in this section. Specifically, not all ships have access to HS II, e.g. USS Phoenix, though the table implies that they do. Also, have the latest ship releases been considered?

- I'm not sure why you believe Phoenix doesn't have access to Hydroacoustic Search II (
). She cannot equip Hydro at all until Hull (C); once she does, she can choose between Hydroacoustic Search and Hydroacoustic Search II (). All Tier IV cruisers gain access to Hydro with their top hulls. This is not currentl noted on the individual ship pages (in the Consumables section), but that is information we are working to include (see Karlsruhe for an example).
