Between history and the search box on the upper right'ish area is a pull down. Move is an option there and it will autocreate a redirect. Or you can just manually insert one with <nowiki>#REDIRECT [["pagename"]]</nowiki>. Out of curiosity, what needed redirects? - I'm a fantastic editor and sysop on several much larger wikis than this one - I tried to create some badly needed redirects and found I was unable to. - The page you are looking for is found here Special:SpecialPages with the user rights found there being listed here Special:ListGroupRights.
