Flags appear at Level 14; Level for Clan membership

To test some of this stuff I've been running a new account. Most is as advertised. Two differences:

• Clan membership is available immediately (at level 1). A recruiter or officer can invite the new player and he can accept. Level 15 is when the Clan page appears in Port, and the player may search for and apply to a clan.
• (Non-national) Flags cannot be displayed below Level 14. When 14 is reached the Flags tab is added to the Exterior notebook in Port.

I will change this and the Flags article to reflect this. Not sure what to do about Clans.
