Why are Atago and ARP Takao both missing over half their AA mounts? would it be that they would be too op even without the defensive AA fire consumable?

In the Cons section is written that Atago has the longest reload time of all Japanese Cruisers, but at 16 seconds the reload time is faster by 0.5 seconds compared to Maya Main Guns
