Strange AP Bombs description

In the ship Pro is written that AP Bombs have good penetration, but in the Cons Is written that AP Bombs cannot Overmatch ship superstructures, now this leaves me puzzled, if the Bombs cannot Overmatch ship superstructures that are the most thinly armored part of all ships, when they hit the ship armored deck, which is always more armored than the superstucture, what happends? Do the Bombs bounce away? If so how are they supposed to have good penetration? Considering that AP Bombs works just like AP Shells, meaning the thicker the Armor the better the Shells/Bombs works, how is it possibile that such contraddittory informations are given to the players?
