Named after Victoria Eugenie of Battenberg, wife of the reigning Spanish king, the ship was laid down in March 1915. The project was influenced by the design of British cruiser Birmingham. The ship served in the Rif War (1923-1926), underwent a major overhaul (1928-1929), and was transferred to the naval school in Cadiz in 1930. After the Second Republic was proclaimed, she was renamed República. At the start of the Spanish Civil War, the ship was seized by rebel nationalists. She was renamed Navarra in 1937.
