Re: reducing your detection range makes this skill worse -- I think the opposite is true. The lower your detection radius, the *more* important it is you shoot faster when you first detect someone that close to you. If that's a DD that pops up right next to you, you'll really want to shoot it. If you're at "standard" detection radius, you've got more time to "play" with the ship that just popped up.
