In 1935, the Dutch government approved building "superlight" cruisers, using De Ruyter as a prototype. The first ship, Kijkduin, was laid down in 1939 with plans for eight guns in four turrets, though this was later revised. WWII and the occupation delayed construction, leading to the cruisers being completed under a heavily modified project and entering service only in the 1950s.
