Harbin — Pan-Asian Tier VIII cruiser.
Between 1939 and 1941, a number of draft designs of a "long-range small light cruiser" were developed. This ship was meant to be capable of fighting enemy destroyers and leaders, spearheading on its own, mining enemy waters, attacking communication lines, and supporting landing operations. The drafts included a project for a cruiser with the MK-6 number, armed with twin mounts housing dual-purpose 130 mm guns. If the ships of this class had actually been built, some of them might have been transferred to the People's Republic of China Navy along with Project 7 destroyers and coastguards.

Performance

Sitting at Tier VIII of the Pan-Asian cruiser line, Harbinimproves on her predecessor with improved damage output from torpedoes. She continues the trend of super light cruisers having weak armor and low health but has tools in the form of Pan-Asian Smoke Generator and Repair Party.
Armament:
Unlike the other high tier Pan-Asian cruisers, Harbinis equipped with 130 mm guns, ten in total housed in five dual turrets. However, these guns still possess similar characteristics to that of the line, with bad shell flight time and gun range. Compared to Chumphon, the damage per minute is not improved by much. The HE shells have poor alpha damage and low penetration, meaning that shells must hit superstructure on most ships to deal damage. The reload time and fire chance are improved, allowing Harbinto deal more damage to ships through DOT(damage over time) effects.
Alongside main armament damage, Harbinspecializes in dealing damage with her 11 km range deep water torpedoes. She carries twelve torpedoes separated into four triple launchers with 6 torpedoes per side. These torpedoes cannot hit destroyers or submarines but have very low detectability range that can deal devastating damage to ships without Hydroacoustic Search active. The Torpedo Reload Booster consumable further increases the torpedo threat that Harbinbrings against ships that are pushing into her, cutting down the long 125 second reload time instantly. It is important to note that much like how torpedo destroyers struggle against targets that are running away from them, Harbinwill struggle to land torpedoes against enemies that do not push into her.
Hull:
Armor protection is very lacking on Harbin, as it is with most super light cruisers. Alongside having a very low health pool of 26,500 (a mere 100 hp difference from that of Chumphon), she is covered in 16 mm plating meaning ships with gun calibers higher than 229 will overmatch her armor nearly everywhere.
The best way to mitigate damage is to utilize her great maneuverability and consumables to avoid being hit at all. Her top speed is average at 33.4 knots but she has a very tight turning radius of 690 meters and very quick ruddershift time of 6.9 seconds. While dangerous, this allows Harbinto play on open water and dodge incoming salvos while her Smoke Generator is on cooldown. She can also utilize her great concealment of 9.5 km to remain undetected when needed.
Consumables:
As mentioned above, the best way to avoid damage is to not be hit in the first place. Thankfully, Harbin’s consumables allow her to do exactly that. Her Smoke Generator Consumable is that of the Pan-Asian destroyers, with short dispersion time but also a fast cooldown. This allows Harbinto set up smokes as ways to deal damage and relocate soon afterwards. However, these smokes are not as good as the ones found on the destroyer line as she only has 3 charges base. Important to note that Harbindoes not get Hydroacoustic Search consumable and players must be wary of sitting in smokes against torpedo destroyers.
Another way for Harbinto mitigate her overall weak survivability is the Repair Party consumable. It comes with 3 charges but due to the low health of Harbin, it only heals 3710 health per charge.
Defensive AA Fire consumable is a third way for Harbinto improve her survivability, specifically against aircraft. It comes with 3 charges base and boosts continuous damage by 50% and flak damage by 300%.
As discussed earlier in the armament section, Harbinimproves her torpedo threat power by having access to Torpedo Reload Booster consumable. It comes with 2 charges base and when activated it instantly reduces the reload time of her torpedoes to 8 seconds. This consumable comes with a hefty drawback of having a three minute reload time. Players will find that in order to maximize its use, they will have to fire all sets on both sides of the ship and then utilize TRB for another set of torpedoes, dropping a total of 24 torpedoes into the water. This can be easily achieved by spinning around in open water while remaining undetected.
Anti-Aircraft:
While she is a super light cruiser with access to Defensive AA Fire consumable, her AA dps is quite lacking. Alongside only producing 4 flak and having the standard 6 km AA range, her AA dps values are low and not enough to destroy tier VIII and X plane squadrons before they strike her. As she cannot stop entire squads on her own, it is recommended to overlap AA auras with friendly ships in games with carriers.
Battle Performance:
Harbinfits the role of a smoke damage farmer, with the added benefit of zone control through deepwater torpedoes. However, she gives up a lot for having smoke screens and damage output as her survivability is one of the worst at tier VIII. Alongside having no utility consumables in the form of Surveillance Radar or Hydroacoustic Search, Harbinonly really shines when enemy ships push into her. Even then, her main way of defending pushes, deepwater torpedoes, are hard countered by Hydroacoustic Search and enemy destroyers screening for their team. Her guns, while rapid firing, are hard to use due to their slow shell speed and short range.
In the right scenario, Harbinhelps her team by applying dot effects through fires and floods onto enemy ships, stopping enemy advances with a flood of torpedoes, and smoking herself and potentially allied cruisers. Players must be wary of long range Surveillance Radar that is prevalent at high tier and of cruisers with high caliber guns that have no problem overmatching and citadelling Harbin’s fragile hull.Pros:
