Novosibirsk — Soviet Tier ★ cruiser.
In the mid-1930s, the U.S.S.R. began working out preliminary designs for large artillery ships to meet the needs of their navy in the future. In February 1936, the first top-level specifications for the construction of a cruiser were worked out. The project later evolved into a "B-type battleship." It was unlikely that the new heavy cruiser would be completed before World War II—the ship would have been completed in the 1960s for escorting convoys, supporting amphibious operations, and as the flagship of the expeditionary squadron of the Mediterranean Fleet.
Novosibirsk was first released for sale on DD MMM YYYY.

Novosibirsk is the supership of the Soviet Heavy Cruiser tech tree. She shares similar characteristics to Petropavlovsk, with improvements to both armor and gun caliber.
Armament:
Novosibirsk carries nine 254 mm guns in three triple turrets. These guns have a good range of 19 km and a 12.5-second base reload. Novosibirsk’s turrets have a 180-degree turn time of 25.7 seconds, but lose Petropavlovsk’s 360-degree rotation. Novosibirsk has bad gun angles and must show a lot of side to fire all guns.
Due to their large caliber, these guns can overmatch the 16 mm plating commonly found on superlight cruisers like Minotaur and Jinan. Her AP shells have good alpha at 6,900, with good ballistics. They also have high penetration, slightly improved bounce angles, and a shorter fuse timer, allowing her to citadel targets at longer range. Her HE shells have 42 mm penetration and a 16% fire chance, but low damage at 3,550. Due to these characteristics, AP shells should be her primary choice, with HE shells used situationally against angled targets and destroyers.
Novosibirsk uses the same dispersion curve as Petropavlovsk, with improved close- and mid-range dispersion but poor long-range dispersion.
Hull:
Novosibirsk has a large health pool of 65,800 and a base speed of 34.5 knots. Her maneuverability is poor, with a slow 13.2-second rudder shift and a large 1090-meter turning radius. Her large size makes her an easy target to hit, and her poor maneuverability leaves her vulnerable to torpedoes if not careful. Her concealment is average, with a minimum concealment of 12.7 km.
Although she follows Petropavlovsk, Novosibirsk is visually more similar to Tier IX cruiser Riga. She sits higher above the water than Petropavlovsk and has a larger superstructure. Her armor scheme is similar toPetropavlovsk’s, with the addition of a thicker 50 mm deck that can shrug off most HE shells. However, her citadel sits higher above the water and is easily punishable when showing broadside. While she has a 40 mm icebreaker, her upper bow and stern plating is only 25 mm, which can be overmatched by 380 mm AP shells or larger.
Consumables:
Novosibirsk has a choice between the Hydroacoustic Search and Defensive AA Fire consumables in the same slot. Both consumables are the normal versions for Tier X and supership cruisers.
Novosibirsk has access to the Surveillance Radar consumable. Like the other high-tier Soviet tech tree heavy cruisers, her radar has a long range of 12 km but a short 15-second duration. The short duration can be useful to briefly locate enemy destroyers, but does not give her (or her teammates) much time to shoot a spotted target.
Novosibirsk has access to the Repair Party consumable, with three charges that each heal up to 14% of her maximum HP.
Anti-Aircraft:
Novosibirsk’s AA defenses are relatively poor. While she has a 6.9 km anti-aircraft battery range, her long-range AA DPS is very poor at 80.5, and she only produces four flak. Her high mid-range DPS of 448 can shoot down planes, but cannot stop strikes entirely. Due to her aggressive positioning play style and poor maneuverability, Novosibirsk is vulnerable to many carriers. Sticking with allied ships to overlap anti-aircraft auras is recommended in games with carriers.
Battle Performance:
Novosibirsk is a cruiser that rewards aggressive play at close to medium range. This can be achieved through positioning close to islands, to cover her weak citadel protection and only expose her bow and deck armor. With the proper positioning and usage of Hydroacoustic Search and Surveillance Radar, Novosibirsk can hold down caps and prevent enemy destroyers from approaching.
If she is forced to kite away, Novosibirsk is a much weaker ship. Her poor firing angles and bad HE DPM mean she cannot easily deal with heavily angled battleships and cruisers. When kiting, she should actually kite away from her team, to create crossfires and utilize her high-velocity AP shells on broadsides.
At long ranges, Novosibirsk is inaccurate and loses much of her effective damage output. It is best to utilize her concealment to gain positional advantages on enemy ships and use the element of surprise to deliver her punishing AP shells.Pros:
