She was to assist destroyers in reconnaissance and torpedo attacks, as well as protecting larger ships from enemy destroyer attacks. Development on Project 94 began in June of 1940 and was assigned to the design bureau OKB-196, whose primary specialization was submarines. The first draft was finished in December of 1940, but it struck the designers as too weak so work on a second draft was started. With a maximum damage of 14,400, these torpedoes are more than enough to cripple, if not outright sink, enemy ships that get a bit too close. At 65 knots, these torpedoes are excellent at dispatching most ship types, even destroyers.

With a top speed of 35 knots, Budyonny is one of the fastest Tier VI cruisers in the game. Unfortunately, she also behaves somewhat like an American muscle car: she only goes fast in a straight line. Though her high speed allows players to quickly re-position, her relatively long rudder shift time as well as her large turning circle can prove to be quite a hindrance at times.

Although Budyonny has a slightly sub-par survivability compared to other cruisers of her tier, it is still considered quite an improvement over the Kirov, to a certain degree. Budyonny can reliably bounce cruiser-caliber armor-piercing shells off her bow, and her slim profile when bow-on means that battleship-caliber shells will prove difficult to hit her at ranges. However, as mentioned before, players should not be overconfident as Budyonny has a weak armor belt that will do little to stop enemy shells from severely damaging her.

The play style of Russian cruisers can be hard to adjust to for newer players. Take advantage of lower-lying islands for concealment. Kite away from enemies and only swing the ship enough to bring all her main battery guns to bear. Fire armor-piercing shells at ships (excluding destroyers) showing broadside at ranges under 12 km. Try not to lead the charge alone, and finally, enjoy making well done steaks out of battleships that dare to face up to her 152mm guns.

Type 1, 2, or 5 camouflage can be equipped for credits; Types 2 or 5 are recommended at a minimum to reduce the accuracy of incoming shells.

Players who wish to spend doubloons can equip Budyonny with Type 16 camouflage that lowers her detection radius, reduces the accuracy of incoming shells, and increases the amount of experience she earns.
