Phoenix — American Tier IV cruiser.
With the outbreak of World War I, the U.S. found itself in need of a stronger navy. The new shipbuilding program also included cruisers—squadron scouts. Some of the requirements were a speed of 35 knots, a narrow hull, and a relatively small portion of displacement allocated for defense. The main battery artillery was placed in casemates on the bow and stern, which could provide anti-splinter protection only. The design also featured two guns placed on each side of amidships and torpedo tubes in gun ports at the stern casemate.

Performance

The long range guns (13.7 km upgraded) are great to set fire on enemy ships, especially battleships are a favourite target of the phoenix. It works very well to set them on fire and farm damage when they have used their repair and can´t put the fire out. Meanwhile avoid showing broadside because a battleship will punish you then very hard. Best to stay a bit close to allies and support and protect battleships by scaring of destroyers and cruisers. When they run you can go start fires on battleships. You cannot protect them against planes though - AA is bad.
You can suprise enemies that come from behind an island with the 5.5 km range torpedos, sometimes they can be used later on in game when you are in duel with a battleship, to destroy it eventuelly. That may cost your own life if that battleship has time to fire a salvo of AP on your broadside when you release your torps, thouh.Pros:
- Very good maneuverability - 35 knots topspeed and 5.4 seconds ruddershift-time
- Even when stock, it has the best range of all the tier 4 cruisers.
- Great range with 2nd GFCS researched
- When upgraded, rate of fire is just as good as with St. Louis.
- Some players aren't aware that Phoenix has torpedoes - best to use as ambush or surprise for unaware enemy ships
Cons:

- Underwhelming AA firepower
